VA Homemaker and Home Health Aide (H/HHA) Care¶
VA-purchased community agency care providing trained aides to assist veterans with activities of daily living in the home, directly offloading family caregiver labor. The Dole Act (P.L. 118-210, signed January 2, 2025) mandates availability at every VA medical center by January 2, 2027. Can be used as respite for family caregivers.
VA Homemaker and Home Health Aide Care provides trained aides who come to a Veteran's home to help with personal care and daily activities so the Veteran can remain at home. VA says the service is for Veterans who need personal care or help with activities of daily living, are isolated, or whose caregiver is experiencing burden. Aides work for organizations that contract with VA, are supervised by a registered nurse, and can help with eating, dressing, personal grooming, bathing, toileting, moving around, and grocery shopping. H/HHA services may be used with other Home and Community Based Services and can provide in-home respite care for Veterans and family caregivers. All enrolled Veterans are eligible if they are eligible for community care, meet clinical criteria, and the service is available; services are based on assessed needs and may vary by location.
