Arkansas IndependentChoices / ARChoices in Homecare¶
Arkansas IndependentChoices and ARChoices in Homecare provide consumer-directed personal care services through HCBS waivers and the 1915(j) Self-Directed Personal Assistance Services option. Arkansas was one of the original Cash & Counseling demonstration states. Family members can be hired as paid caregivers, but spouses are excluded from serving as paid attendants.
ARChoices in Homecare provides home and community-based services for adults 21-64 with physical disabilities and seniors 65+. Services include Attendant Care (help with bathing, dressing, meals, toileting), Home-Delivered Meals, Personal Emergency Response Systems (PERS), Adult Day Services, Adult Day Health Services, Respite Care (facility-based and in-home), and Environmental Modifications (grab bars, wheelchair ramps). Family members (but not spouses) can be hired as paid attendant care workers at approximately $13-$15/hr. Income limit: 3x SSI standard ($2,742/month for 2023, updated annually). Resource limit: $2,000 for applicant. Individuals over the income limit may qualify by establishing an Income Trust. Must require Intermediate Level of Care as determined by the Office of Long Term Care. Arkansas was one of the original Cash & Counseling demonstration states.

Eligibility¶
- Asset limit of $2,000
- Care recipient must be at least 21 years old
- Care recipient must have a qualifying disability or need for assistance
- Must be a resident of AR
- Must be Medicaid-eligible
- Must require a nursing facility level of care
